Southern Youth Baseball All-Star Selection Procedures

 

1.       All-Star Teams will be selected for these age groups: 12, 11, 10, 9, 8, 7, and 6.  No  4 and 5 year olds are eligible for all-stars.

                                                                                                                                                       

2.        The manager for each age division will be selected as follows:

 

The 1st Place Manager has first right of refusal on the older age group.  If the 1st Place Manager passes on the older age division team, the 2nd Place Manager has the next right of refusal, then the 3rd Place Manager, etc, etc.  The same process will be used for the younger age group until a manager has accepted the position.  If, for some reason, no manager accepts the manager position for one or both age groups, the board of directors will appoint a Cal Ripken certified coach to manage the team or teams.  (This may be an assistant coach from within the division, or any other Cal Ripken certified manager or coach who was rostered in Southern Youth Baseball in 2009 and not on an all-star roster of any other age group.)

 

    Note 1:  If there is a tie between teams, other than for 1st place, not breakable by head-to-head records and the managers involved are eligible to accept one of the all-star teams within the division, the managers involved in the tie will be allowed to determine which of them is the manager for the specific age group involved by verbal agreement.  If no agreement can be reached between the managers involved, then the board will vote on the candidates to determine who will manage the specific team or teams.

 

    Note 2:  Any manager who accepts the position of manager for a specific age group is responsible for managing the team – however, if he chooses to step down as of manager of that team, for any reason, his replacement will be chosen by the board at its sole discretion.  If he is removed from the team by the board for any reason, he will also be replaced by the board at its sole discretion.

 

3.       All-Stars will be selected utilizing the following process for each age division, beginning with 12 yr olds and working down through each age group, ending with the 6 year old tee ball age group.  Only managers and two board members are allowed in the room at the time of all-star selections.  The two board members overseeing the selection process for each age group may not have a child who is eligible to be selected within the division in question.  No other parents or assistant coaches are allowed in the room when the process begins – this includes other board members.

a)      All players who played within the age group during the regular season will be listed on the ballot for that age group.  If a player played up in age group, that player will not be allowed to play down for all-stars.

b)      The All-Star Manager may name the first 4 players on the team from players listed on the ballot, or from a list of age-eligible players from the age group above, who did not make the all-star team for that age.  Or he may defer all 4 choices until after the manager voting is completed.  If he defers, he must defer all 4 choices until after the voting results have been revealed.  If he chooses 4 players before the voting, those players will be crossed from the ballot before the voting process begins.  Then each manager will vote for 12 players from the remaining players on the ballot.  Each manager must vote for 12 players, no more, no less, or the ballot will be disqualified.  Managers should vote for the 12 players they believe are most deserving regardless of team affiliation.  Each will rank the players they choose 1 through 12 – a point system will then be used as follows:

 

1st place vote = 12 pts

2nd place vote = 11 pts

3rd place vote = 10 pts

4th place vote = 9 pts

5th place vote = 8 pts

6th place vote = 7 pts

7th place vote = 6 pts

8th place vote = 5 pt

9th place vote = 4 pt

10th place vote = 3 pt

11th place vote = 2 pt

12th place vote = 1 pt

The top 8 players will be named to the All-Star team.  Any ties will be broken by the All-Star Manager – he must end up with 8 after the voting is tallied and he has broken any ties.  If he made his 4 picks before the voting, there should be 12 players on the team.  If he deferred his 4 picks, he may select them at this time to arrive at a total of 12 players on the All-Star team, which is the required minimum for all teams.

c)       The All-Star Manager may then add 1 to 3 players to his roster which may consist of any players from within the age group not already selected or voted on to the team, or any age-eligible players from the age group above, who were not selected for that age group’s all-star team.  This is optional – the manager may choose to stay at 12 players and he may not exceed 15 players for any reason.

NOTE: Under no circumstances shall the specifics of the voting or manager picks be revealed by any managers in the division or board members.  Any board member or manager revealing specific results about the manager picks or the voting tallies will be subject to board disciplinary action, including, but not limited to, suspension from all-star participation and/or participation in any official capacity with Southern Youth Baseball for the 2010 season

4.       The All-Star manager will then select the coaches he wants to assist him with his team.  Major and Minor age groups may have 2 assistant coaches on the All-Star rosters.  Rookie and Tee Ball age groups may have 3 assistant coaches.  All assistant coaches must have served on a regular season roster in some division of SYB Cal Ripken and must also be Cal Ripken certified.

 

Note:  These procedures should be reviewed, edited and reapproved by each sitting SYB Board on an annual basis.
